You said you were running Lion (10.7.x) not Mountain Lion (10.8.x) so it may be that the older system had a bug that's been resolved. If you update to the latest system and still experience a problem, I'd suggest filing a bug at bugreport.apple.com. Please include the browser and OS versions, as well as a copy of your VoiceOver preferences, which can be exported from the VoiceOver Utility app. It's the default to speak the Help Tag after a short delay, but you can also call it up on command with VO+Shift+H.
