Updated ARIA Tooltip examples which use aria-describedby attribute

I have updated the tooltip examples and since they use aria-describedby.

http://test.cita.illinois.edu/aria/tooltip/tooltip1.php (uses JQUERY)

http://test.cita.illinois.edu/aria/tooltip/tooltip2.php

One of the examples uses JQUERY and both now implement the use of ESC key to close the tooltip.

I also eliminated the use of "aria-hidden" attribute that were in the previous tooltip examples.  

I don't think the markup is needed.

Since they use aria-describeby they might resolve issue Comment 252 by providing a better example:
