ISSUE: ARIA 5/14 draft, Section 2.2 needs example or clarification

In the second to last paragraph of Section 2.2, there is a sentence  
that says, "The author should override those only if the DOM is not  
complete and thus the UA calculation would be incorrect."

I have no idea what this means. Can someone clarify it with an example  
or additional explanation and then add that clarification to the draft?
