Hello, I'm an accessibility consultant for retail websites. When I review headings, suggesting a new meaningful and hierarchically correct structure as per Wai guidelines, I often add few visually hidden headings (where not considered by design). Each time I find me arguing with the SEO consultant, who thinks that adding visually hidden headings "can be considered as cloacking, going against Google guidelines about hidden text.", and who think that adding headings in the footer "is not SEO relevant and going against Heading Tag best practices." I believe it isn't but I cannot find a clear and eminent source saying that.
