Long ago (before I joined) it was decided for W3C documents to use US/American spelling -- for consistency.

That is in the Style Guide "We generally use US/American spellings." https://www.w3.org/WAI/EO/wiki/Style#Spelling

(No comment on what I think about that. ;-)
