Hi Kelly, The techniques are examples on how to “sufficiently” address WCAG Success Criteria. In this case, yes, using the title is one way to archive that but there are other ways that are more best practice. The tutorials show best practices. If you want you can use a title, but there are other ways to satisfy the Success Criterion.
