Contradictory statements on form controls

Greetings,

I am reading through your tutorial on forms:
https://www.w3.org/WAI/tutorials/forms/labels/
where it recommends NOT using the title attribute on form controls when a
label cannot be used.

However, on this page:
https://www.w3.org/TR/WCAG20-TECHS/H65.html
it requires that form controls use the title attribute when a label cannot
be used.

I am confused. Is the title attribute required, or should I be using
aria-label or aria-labelledby.

Please let me know what you recommend,
