I personally lean towards title case, especially for short titles. They make the headings stand out more. It might also be a better stylistic fit for a standards organization. If headings are longer I prefer sentence style because it is easier to read, but I’d rather have a consistent approach instead of switching back and forth. (And we want to avoid long headings anyway.)
