Hi Susan, It depends. :-) Generally I think they should be treated as updating existing work, not totally new projects. Many resources already have a Requirements Analysis (RA), so we might just be making tweaks or adding a section for the update. The Mobile Accessibility page doesn't yet have a RA, and I think it would be good to do one for it overall.
