As far as I recall that page was under quite some scrutiny in the review 
process for the tutorials with suggestions – and as a result: changes 
– by EO and WCAGWG until we got here[1].

I think that a change to the page would need a complete EO and WCAG 
review.

[1] Unfortunately the WCAG minutes are hard to search, but (thanks to 
your summaries) I found some EOWG meeting minutes from earlier this year 
where we worked on that page with Wayne:
