Broken web links on http://www.w3.org/WAI/Policy/AU-States.html#auvic

Hello,

I was looking at the documentation regarding accessibility policies in
Australian States on http://www.w3.org/WAI/Policy/AU-States.html#auvic and
noticed that the links for Whole of Victorian Government Web Site
Guidelines and Victorian Government Accessibility Toolkit are broken.

It seems the links have %20 append to the end of the link and I justed
wanted to let you know.
