This SC has gone through three different wordings: "The user can save copies of the stylesheets referenced by the current page, so that they can edit and load them as user stylesheets." (original) "The user can save copies of the stylesheets referenced by the current page in order to edit and load them as user stylesheets." (intermediate) "The user can save copies of the stylesheets referenced by the current page. This allows the user to edit and load the copies as user stylesheets." (current) The last change was made sometime in the last three months, and I think it was unfortunate because, as you say, it makes it read like mere intent rather than a key part of the requirement. The reason that clause was included was because being able to save and load copies of the style sheets would not satisfy the intent of the SC if it were saved and reloaded only from some proprietary storage (e.g. the application's settings database, or files cached in a folder that is not easy for users to find), and thus did not allow the user to access, edit, and save them as separate files. Would reverting to one of the earlier wordings satisfy your concern? One other, tangential issue: The SC and the definition of stylesheet don't seem entirely clear on whether embedded sets of style rules (e.g. <STYLE TYPE="text/css">) would be included in "stylesheets referenced by the current page". Is that something we should clarify in the Implementing document or a Note?
