Re: UAAG 2.0 tests for 1.1.1

Here's an attempt to bring Jeanne's first draft (http://lists.w3.org/Archives/Public/w3c-wai-ua/2013AprJun/0095.html) closer to ATAG2's test style (http://www.w3.org/WAI/AU/2013/ATAG2-10April2012PublicWD-Tests):

1.1.1 Render Alternative Content: For any content element, the user can 
choose to render any types of recognized alternative content that are 
present. (Level A)

Test Resource: Accessible test content file (Level A, AA, AAA):
This accessible content is needed to test criteria such as whether text alternatives are properly displayed. The test content should:
 - be a complete file in the "included" web content technology(ies) (e.g. HTML4) with no known accessibility problems to the given level.
- make use of as many WCAG 2.0 techniques as feasible at the given level (these should be identified in the file for ease of reference).
- include various types of non-text content (images) and time-based media with their required alternatives.

001 Test Assertion: All types of alternative content can be rendered.

1. Identify the types of alternative content contained in the "Accessible test content file". These might include alternative text, long descriptions, captions, transcripts, captions, audio descriptions, etc.. 
- In some cases there will be multiple alternatives (i.e. instantiated techniques) for a given type of alternative (e.g. captions using SMIL or HTML5 video tracks).
2. If the technology in question does not include any alternatives (e.g., plain text) then select SKIP.
3. For each identified alternative:
  1. Examine the user interface (or search the documentation) to identify the mechanism for rendering the alternative (e.g. display on the screen, played through the speakers, etc.). The mechanism(s) might include global preference, context menus, etc.
  2. If no mechanism exists, then select FAIL. 
  3. If a mechanism exists, activate the mechanism.
  4. If the alternative is indeed rendered, then *Go to the next type of alternative content*. 
  5. Otherwise, select FAIL.
4. Select PASS (all identified alternatives must have been rendered)
