draft of the User Agent Charter

Can you please take a look at the draft of the charter, so we can 
discuss it and approve it at the meeting tomorrow?

Jim and Kelly, can we add this to tomorrow's agenda?

It is our goal to have the charter approved at the AC meeting next week, 
so we are fast-tracking it.  :)
