Action: Review 4.1.1 and 4.1.7

I had an action to review 4.1.1 and 4.1.7 to see about duplication and such.  For reference please see http://www.tsbvi.edu/technology/uawg/status41.htm and http://www.w3.org/2008/08/21-ua-minutes.html#action03.

After reflecting on this, I think we need to keep 4.1.1 and 4.1.7.  There is some overlap but they really serve two different purposes.   4.1.1 allows you to operate the UA via the keyboard but 4.1.7 let's you explore the UA, independent of whether you actually want to activate a function.

Taking to extreme, 4.1.1 could allow me to build a UA that provided only hotkey access to each function without any mechanism  to explore what all the functions were in the user agent.
