In response to Al's comment: http://lists.w3.org/Archives/Public/w3c-wai-ua/2007JanMar/0024.html And reflecting the consensus of the group at today's meeting that we have addressed keystroke negotiation in the past and should at least thing about it for UAAG 2.0, here is another rewording: 3e. Better address the interaction of preferences that are set by various levels of technology (i.e. platform, browser, content) and by different actors (e.g. authors setting accesskeys and creating custom controls, browser-users setting keyboard preferences).
