The UAAG - WCAG correlation table has been updated to include specific UAAG references to WCAG success criteria. http://www.tsbvi.edu/technology/uawg/wcag2.htm The 30 June 2005 Working Draft of WCAG 2.0 contains a section called "The question of baseline."
