Proposed clarification to checkpoint

Reference document: 20 Dec 1999 Guidelines
  http://www.w3.org/WAI/UA/WD-WAI-USERAGENT-19991220/

Eric Hansen has proposed a clarification to checkpoint 2.3:

<OLD TEXT>
</OLD TEXT>

Eric's proposed change (based on the 6 December Guidelines)
is:

<OLD TEXT>
     When a required text equivalent is missing, indicate what
     type of object is present.
</OLD TEXT>

Combining the two and modifying slightly, I propose
the following change:

<NEW TEXT>
     2.3 When a required text equivalent for content is
         missing, make available author-supplied
         information about the content
        (e.g., content type, file name, etc.). [Priority 2]
</NEW TEXT>
