Is this a checkpoint, or a Microsoft-specific technique?

The use of standard system mechanisms, and allowing device-independent
input, implies this to a large extent. Resolution of the issue will
involve ensurign that all three points are worded properly.

Although it is not obvious, based on my meeting this week with Microsoft,
  we should have another checkpoint:
The user agent should expose the keyboard location to allow keyboard
emulators equivalent control over keyboard input.

This is not automatic in software.
