Yes, I would consider that essential and therefore a valid exception to 3.3..7 Redundant Entry.

I would consider preventing pasting into fields that aren't for passwords, OTPs and so on, a usability issue, even if they aren't a strict failure of 3.3.8.

This particular service is sending a sensitive document, so does this come under 'the information is required to ensure the security of the content' as they are taking care to ensure it's being sent to the correct email address?
