Hi Sarah, SC 3.2.4 sort of addresses this kind of confusion with icons. As long as the icon has specific alt text, even if the icon is confusing, consistent and meaningful text alternative is the only requirement. As others have said, SC 3.3.2 specifically mentions the need for visible labels only for controls associated with data entry, and 2.4.6 specifies that labels are not a requirement. It's terrible UX to use unclear icons without labels, but the only WCAG requirement for icons as controls is size, contrast, and alt text. Adding a tooltip could be helpful but isn't required.
