That is not expected behaviour and it sounds like a badly designed single page application. In my view it's a non-conformance of WCAG's Focus Order success criterion. If I do not use the skip to main content link at any point, my focus always starts at the top of the page. Does having my focus forced to the main content on every page after using the skip to main content link once fail to meet a particular WCAG 2.2 Criterion, or is that behaviour expected and okay?
