That’s true, and if I was writing an ACR for legal use I’d have to think twice about it. But for a developer who is asking for information on improving their page, which I believe P A F is, I think it’s a relevant aspect of the usability of the page.

I'd argue that that's a very "creative" reinterpretation to make a
particular SC apply...
