Forwarding this back onto the list, after checking with Michael (was sent off-list by mistake): My answer would be yes, that'd be a fail, as fundamentally it's not the fact that this is user-generated content that's the problem here, but the fact that it's then being shown inside a fixed size container that can either overlap or be cut off, which is what *you* control, presumably.
