RE: 2.4.7 Focus Visible

Thanks, now I understand. It's not for the user's benefit at all. It simply creates a means by which developers can remove focus indicators without violating SC 2.4.7. The previous lack of nuance was never a problem except for designers who value their precious aesthetics over the user experience. I'm glad that's sorted because I'm sure we can all agree that the designers and developers are the most important stakeholders.

Doing a "too long; didn't read" version, my view on this topic:

The whole point of :focus-visible was that as an author I can now be quite nuanced and define focus styles that only show when the browser/UA decides that the user wants to see focus styles (they currently do this by default, using their own heuristics)

This is in contrast to :focus that just forced it on all situations, without nuance, which is what stopped many authors from providing focus styles in the first place.

So if there are users that would benefit from focus indication even as a result of a mouse click...then getting browsers/user agents to provide a setting for that would be the solution that provides more immediate benefit.
