I think this is assuming the Latin alphabet.  I'd suggest that CJK fonts 
need to be rather larger for good resolution.  That may be true of some 
alphabetic fonts.

Also, any minimum font size that got close to covering all people with 
some ability to read visually, would be so large that 
 
 
                                                      it would pose 
significant usability problems for someone whose visual acuity was 
closer to the median.  As such user ability to adjust font size is 
always going to be important.
