The problem here is that businesses don't bring in accessibility consultants to make things accessible, nor fire safety consultants to make them safe from fire, nor structural consultants to make the earthquake resistant; they do so to find the lowest cost way of not breaking the law. One of my continuing concerns is that the large number of consultants involved with the definition of the guidelines creates a conflict of interest.
