Despite its very binary pass/fail nature, WCAG itself requires a lot of contextual assessment, interpretation, and just plain old gut feeling sometimes. With the exception of a few very cut-and-dry SCs, most of the criteria won't have an unambiguous interpretation, and attempting to pin things down explicitly will be difficult or impossible.
