Lucy, empty paragraphs are only a means of visual styling, a device some developers use to leave a space visually between two items, usually for aesthetic reasons or to help sighted users see boundaries in content more easily. But such developers only do it because they can't be bothered to use CSS instead. That's what CSS is for, visual styling! In their defence, they wouldn't know it causes screen readers to announce anything. Until we point out to them that announcing "blank" all over the place can be really annoying to blind people if there are lots of them!
