Looking for a website design firm with a focus on accessibility is indeed a fine goal, but I have yet to meet one who doesn't say that their deliverables are 100% accessible. What I suggest everyone also consider is which developer has their deliverables audited by accessibility experts, at least some of them. We perform such audits, but so do many other fine organizations involved with W3C. I trust our CPA, but we occasionally audit our books, with our CPA's blessing. When I contract the design of an important website, I also contract a security expert to give me a vulnerability assessment of the website, even though the developer says it's secure. The web has become a team sport, and on our projects, I insist that the experts play well together.
