If the link changes colour on focus, and the contrast ratio difference between the non-focused and focused state is 3:1 or greater, this passes "Use of color" because the change is not just a change of color (hue), but a distinct change of lightness/luminosity. (see recent clarification to the understanding document for 1.4.1) G183 is an advisory technique that goes beyond the bare minimum requirement of 1.4.1 - having a contrast of 3:1 is sufficient to pass, but adding an extra underline or similar makes it better ... but it's not necessary to do in order to pass the SC.
