I’m not sure, if I understand you right, but to keep it simple: a change in contrast ist not a change in color. G183 seems to imply that it does but this also encompasses links being a different colour from surrounding text so I wasnt sure? 1.4.11 non-text contrast is a bit vague on this, again it mentions colour difference of links with surrounding text with respect to 1.4.1 but doesnt say much about links in focus and 1.4.1. Is a change in relative luminance between focused and unfocused links enough of a visual cue that the colour difference is sometimes acceptable as a focus indication? Or is a change in colour to indicate focused and unfocused links never acceptable? In which case it would fail use if colour and focus visible?
