I'm sure it could be argued whether 99% of these pop-ups are actually needed at all, let alone "important", but that's a different discussion :) Where I think it gets problematic, is what is a poorly designed site, vs what is bad browser implementation. In my case particularly, where I notice it, is that the experience is often very poor when the PC's DPI is set above 100%. I'm not actually sure whether that is the fault of the site, the browser, or the operating system itself. While I do use a higher DPI because of my eyesight, I also have a 32" monitor, at Windows 10 at 2640x1440 is miniscule for someone with normal sight at that resolution. Take that Daily Mail website I mentioned (dailymail.co.uk) - I have to zoom out to about 75% to get the text to fit on the width of the screen (but then it's smaller than I'd ideally like). But once I zoom in much over 100%, I can't get to the "close" button on the video advertisement, let alone that the masthead takes up most of the screen anyway, and then once I scroll down past the first ad, it jumps up and takes over the full screen and there's no way of closing it (again, I assume it is lost somewhere offscreen). So I can't even get to being annoyed by the lack of reflowing text, because I just can't get that far into the page. But is that purely bad coding by the website (and does WCAG cover this?) or could it be argued that the browser should have ensured the controls (to close popups etc) were all visible? Now, is that all the fault of the Daily Mail, or the browser? It works marginally better on Firefox than Chrome, though it's a poor experience either way.
