The guiding principle in using the placeholder attribute should not be
whether it is part of the accessible name, rather what it is designed
for.
And this is what is suggested in 4.10.5.3.10The placeholder attribute in HTML 5:
The placeholder attribute should not be used as a replacement for a label.
