Re: Directives, policies, laws, and regulations that reference WCAG 2.1

The European Union does not reference specifications from standardisation bodies it has not recognised as official European standardisation bodies. The three standardisation bodies recognised by the EU are CEN, CENELEC and ETSI. This is why WCAG 2.1 is referenced indirectly, i.e. through EN 301 549, published by ETSI.

However, even EN 301 549 is not mentioned explicitly in, e.g. the European Accessibility Act. Instead, the first item in Article 15 of that act says, "Products and services which are in conformity with harmonised standards or parts thereof the references of which have been published in the Official Journal of the European Union, shall be presumed to be in conformity with the accessibility requirements of this Directive in so far as those standards or parts thereof cover those requirements."
