I meant from a user point of view: Resize without reflow is somewhere between annoying and unusable for someone with low vision (depending on level of vision and size of text etc). Unfortunately this is an area where the user-agents and potential techniques are not mature enough to create a WCAG SC to cover it (yet). -Alastair
