Why Do Buttons in IOS Apps not show up in the VoiceOver Rotor?

Hello all,
I am giving accessibility feedback about an app that is being developed at my workplace.  The app uses both HTML and swift at some points.  I have noticed some improper coding of buttons and headings and this led me to look into native IOS apps and see what pattern is being used.  One thing that I am just now noticing, despite that I am a Voice Over user myself, is that buttons on IOS apps don’t seem to pull up in the VoiceOver rotor on iPhone.  When swiping through, buttons are read normally as buttons, so for example in the Messages app it says, “Compose, button,” but that button does not show up in the rotor under the form controls option or the buttons option or anywhere else. However, the Edit, button” in the messages app pulls up in the rotor but under the containers option but nowhere else.  I have also noticed that text fields are not showing up in the rotor either.  Does anyone know why this is?  Is it expected for these types of form controls not to show up in the VO rotor but to still announce as buttons when swiping through?
