Organisational factors of accessible websites

Hey everyone,
A few days ago Eric Velleman published his thesis paper under the title:
The Implementation of Web Accessibility Standards by Dutch Municipalities.
Factors of Resistance and Support.

I thought it was a very interesting read, and figured many people on this
list might do too. It's focused on Dutch municipality websites, but the
ideas and model are broadly applicable. Most interesting about it is that
it looks at organisational indicators, rather than technical ones to figure
out which are effective measures to improve web accessibility
