Let me address one thing you said.

Why would you have white text for a link that all keyboard only users need to use?
You have a skip link that is inaccessible for visual users.

Never make it always hidden. You can make it hidden till it gets focus but not always hidden.

For table cells, either some text like N/A or Blank - visual or just announced - or just non-breaking spaces all work from my experience.

Hello 

This might be a simple and repetitive question, but i'm trying to get a solid straight answer: 

When having empty data cells table, what is the best method? considering that our website is restricted and only HTML code via dropule. 
Should I use "Not Applicable" or non-breaking space <td>&nbsp;</td> ? any other solutions? 

or as my colleague suggested: What if we added the text “N/A” and set it to not be visible? Or be white-on-white font similar to the “skip to content” link?
