it is interesting that you cite 4.1.1

I was talking about how WCAG was technology independent and someone said — what about 4.1.1.  

I had to admit that that was one place where we broke our tech independent approach and fell into a technology specific requirement.  That actually was one that came about sideways and is why we ended up with it.  

Now - this is sort of moot now - since WCAG is out.  But there are tech specific things in 508 so things might be added there.    If done — I think the approach you are suggesting would be correct - that it would be a tightly qualified (by technology and by content type) provision that only applied to these cases where we think it can apply and is important.
