ATAG 2.0 Candidate Recommendation has updated exit criteria

Dear WAI Interest Group Participants,

For those who are following the development of ATAG 2.0, note that the Authoring Tool Accessibility Guidelines (ATAG) 2.0 Candidate Recommendation (CR) has been updated with simplified "exit criteria" to bring it more in line with common W3C practices for CR exit criteria.

There are *no substantive changes* to ATAG 2.0 itself, only to the CR exit criteria. Implementing ATAG is also updated to keep cross-linking between the two documents in sync. The documents are at:

 http://www.w3.org/TR/ATAG20/
 http://www.w3.org/TR/IMPLEMENTING-ATAG20/

The purpose of the Candidate Recommendation stage is to ensure that ATAG 2.0 can be implemented in the real world and to document that different types of authoring tools meet ATAG success criteria. The "exit criteria" is what is needed to proceed to the next stage. CR and the other W3C Process stages are described in: How WAI Develops Accessibility Guidelines through the W3C Process at <http://www.w3.org/WAI/intro/w3c-process>.

The ATAG CR exit criteria have been simplified to demonstrate two implementations of each success criteria, which makes it more consistent with W3C specifications such as HTML and CSS. This update to the exit criteria will allow ATAG 2.0 to be completed more quickly. The ATAG WG has nearly finished testing the success criteria across a variety of tools.
