Indeed, only Conformance Requirements are really "requirements" to conform. Success Criteria are only "requirements" through Conformance Requirement #1, which points to them. Of course, in most situations the SC become also "requirements" in terms of evaluation. But remember that meeting all the Success Criteria could lead to non-conforming webpages depending on the context of use and the degree of accessibility support of the techniques used to develop the page.
