Opening new windows/pop-ups without warning

Hi all

I've been asked to clarify when opening new windows without warning fails the guidelines.

>From what I understand:
3.2.2. does not really apply as clicking on the link activates the control and doesn't necessarily change the setting of that control.  However under the descripton of Understanding 3.2.2. in the definitions it states :

Example: Opening a new window, moving focus to a different component, going to a new page (including anything that would look to a user as if they had moved to a new page) or significantly re-arranging the content of a page are examples of changes of context.



so, opening a new window is an example of a change of context according to this example, while at the top of that document it states that clicking on the clink activates the control but doesn't change the context.


3.2.5 says that if you want to have the web page open a new window you should use the target attribute and provide a warning.  This guideline seems to cover clicking on the link as a user request (H83 states that using target and providing a warning is a sufficient technique).  Additional technique of G200 seems to confirm that you should only open new windows and tabs from a link when necessary.

However if a user clicks on a link and it opens a new window (without a warning), which of these guidelines (if any) would it fail?

It's all a little muddy to me.  Any thoughts?
