I'll add that right now the document language is not conveyed to PDFMaker via VBA, so it isn't set when you export to PDF.

I and another employee created an Excel to Section 508 HTML data table conversion program in VBA some years ago that used "names" to indicate headings/id/headers in Excel.  The converter then turned these into headings and pulled the format properties and turn them into CSS.  The JAWS screen reader also uses names to indicate row and column headers for different regions of the document.  This might be your best option to use the name manager.

My name is Daman Wandke and I am a student at Western Washington University.  I am working on a research project to convert certain Excel layouts to accessible PDF without needing additional remediationI am also trying to set the default language to English before it is converted to PDF.  Any suggestions on how to complete these two tasks would be very helpful.  Is this possible?
