If you can't reach all of the secondary navigation by the keyboard, then you haven't insured keyboard access. Some people provide keyboard access by making a direct link to a page that is dedicated to only holding the links for that tab, but you have to provide the keyboard access somehow, and it has to be not difficult to discover. -Deborah
