first off I am not a lawyer and the standard disclaimers apply. however in the USA, ADA and 508 are effectively civil rights laws, there is no violation until someone files a complaint or sues. in most cases one should first file a complaint with the local human rights commission from one's state. or file a complaint with the US dept of Justice civil rights division. the DOJ or human rights commission will effectively become the formal complaintant and do the negotiations with the violator, you can agree or disagree with the decisions. if you disagree then you can file a lawsuit. I have gone thru this process several times and while slow it can work.
