Screen readers often have sophisticated additional ways for users to navigate pages (e.g. list of headings, skipping to the next "block" / structural element, etc). However, for users with mobility impairments browsing via a plain vanilla browser, but using alternative input devices, skip links can save a lot of tabbing.
