Truly then at the top of the list is cross ua and platform access as that 
does not include the disabled but enfolds them and then some becomes all.

I sent these comments out earlier today, but it appears that they
did not make it to the general list.  I apologize if this winds up
being a double post.

Comments below are mine and may not represent the opinions of the
corporation I work for.

My points are rather simple.
More equals more cost.  Testing is a part of this cost.
The cost of testing is not massive nor is it small enough to avoid
consideration.

Accessible for all is an extreme rarely achieved on the Internet.
Accessible for some means some will still be excluded.
Accessible for some is better than accessible for none.
Accessible is not limited to users with disabilities.

For large sites cost benefit analysis is a significant part of the
decision process to define who the some(excluded and or included) are.
Over the past few years American banking sites have begun to include
users with disabilities in the definition of some.  None has become
some, progress has been made.  With no acknowledgement of the progress,
this discussion seems to imply American banking sites are generally not
accessible.  More is sought.  More needs to be done.  More equals more cost.

Regarding a separate comment...
Throw in the towel?  Not as long as I work in this industry!  I consider
the progress made by American banking sites the beginning of a success story
with many chapters yet to be written.  Yes more does need to be done, but
let us not fail to acknowledge what has been accomplished and accurately
represent the costs incurred while asking for more.
