Often, an account cannot be set up which is what I have found in some cases. 
Some times, after that hurdle is jumped, the site can be more accessible.

   Quick enquiries here reveal nothing clear. Our guy who makes
most enquiries holds out a nice catch 22 situation.
  You need to set up an account to get to the secure bits
which either are or arn't accessible, i.e. by then its too late.
  So sorry, but not much help I'm afraid.

I'll shout if I find out any more.
