Pop up navigation bar

Hi all,
  I am new to this list. I think that this question has already been
formulated in this list, but I could not have seen the conclusion. 
I have seen some pop up menus made with pure CSS.

The use only de CSS selector :hover. I can see perfectly then with lynx,
if I switch off CSS the page if correctly rendered. 
Are these pages accesibles?
